Water is the primary solvent in most skincare products, allowing active ingredients to dissolve and spread evenly. It also provides hydration, though it evaporates without occlusive ingredients to hold it in place.
Does water penetrate skin if it just evaporates?
Water does temporarily hydrate the skin's outer layers, and that hydration can have benefits even if it's not permanent. Pairing water with humectants (like glycerin) and occlusives (like oils) extends hydration.
